3. Separate Expedition Characters or Challenge Runs

That approach could solve several problems at once: reset anxiety, veteran advantage, catch-up issues, and the desire for fresh zero-to-hero progression. Everyone could begin the Expedition under comparable conditions while the permanent account remains intact.
Who Should Complete Expedition 5 — and Who Can Skip It
Completionists and long-term players have strong reasons to finish. The Zenith Outfit, permanent Stash space, Skill Points, Mystery Rewards, and consecutive buffs all have lasting value. Players with an already completed Caravan are also in a good position to use the final current-format Expedition.
Newer or casual players should be more selective. If the Caravan is far from complete, current quest and gear progression is still enjoyable, or the reset feels more frustrating than exciting, there is little reason to grind aggressively simply because this is the last Expedition before the pause.
